An act is a request from the client to a person: a catalogue type, a minimum guarantee level and an opaque context only the human sees. The policy resolves the steps; every step queries a source; when it finishes, the act leaves a signed, chained receipt.

No positive without a human

No act ends positive by automation. The only exception is the delegated act,
whose proof is a valid mandate, not a new presence.
